Study on Gaps and Opportunities of Local Level Financing for Climate Change Adaptation and Anticipatory Action

Centre for Climate Justice–Bangladesh (CCJ-B), in partnership with Concern Worldwide has conducted a study on Gaps and Opportunities of Local Level Financing for Climate Change Adaptation and Anticipatory Action under the Flood Resilience Project, funded by the Climate Resilience Alliance. The project was conducted from 28th August, 2024 to 31st December, 2024. Recognizing the vital role of local governments in disaster response, this study was initiated by Concern Worldwide under the Flood Resilience Project to assess the current state of local-level financing for climate adaptation and anticipatory measures. The Centre for Climate Justice–Bangladesh (CCJ-B) was selected to lead this study. The study consisted of a qualitative methodology, combining Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and desk reviews of relevant literature. Fieldwork was conducted in two districts, namely Lalmonirhat and Gaibandha, where the Flood Resilience Project is active. From each of the two project Upazilas, three Union Parishads (UPs) were selected for in-depth study. In total, 14 FGDs and 40 KIIs were conducted. An inception workshop in Dhaka brought together key stakeholders, including government officials, civil society, NGOs, and community representatives. The study successfully gathered valuable insights into the challenges and opportunities in strengthening local-level financing mechanisms. Its findings aim to inform future strategies to improve anticipatory action and climate adaptation through inclusive, community-centered financial planning.
