Dr. Fazle Rabbi Sadeque Ahmed

Dr. Fazle Rabbi Sadeque Ahmed is a climate change and climate finance expert with a PhD in environmental science from University of Aberdeen, UK. He has been involved with the environmental and climate change issues of Bangladesh with the government, UN agencies and multilateral development banks. He worked as director (climate change and international convention) in DoE, Director (planning, development and negotiation) in the Bangladesh Climate Change Trust (BCCT). He was actively involved with the formulation of National adaptation programme of action (NAPA) 2009, National Adaptation Plan (NAP, 2022) of Bangladesh, National Determined Contribution (NDC, 2015, 2021, 2025) of Bangladesh, Climate Fiscal Framework, 2014, 2020 of Bangladesh, country investment plan of environment, forest and climate change (CIP-EFCC), 2017 and NDC implementation roadmap of Bangladesh, 2018. He was an editor of Third National Communication (TNC), 2018 and Biannual Update Report (BUR1), 2023 under the DoE, GEF and UNDP. 

Dr. Ahmed has been following the outcome of WIM, SNLD and FRLD as a member of Bangladesh official delegation under UNFCCC. He is strongly involved with the process of ongoing national mechanism of loss and damage and Multi-actor partnership (MAP) on climate-related loss and damage. He is an author of Climate Finance Guideline under LOGIC project of UNDP and also an author of climate finance policy guideline for the banks and financial institutions under Bangladesh Bank with the financial support of Green Climate Fund (GCF).

He has been the lead negotiator of climate finance negotiating team of Bangladesh and LDC group from 2010 to up to now. He also worked as national consultant for content development on National strategy and safeguard on REDD+ (forestry under climate change) under UNDP. He authored the books titled “Climate Finance National & International Perspective”, published by DoE and “Climate Finance Landscape of Bangladesh: Trends and Issues” published by SREDA under Power Division of Ministry of Power, Energy and Mineral Resources. He was an adviser for 2016-2018 of LDC group to the Green Climate Fund (GCF) under UNFCCC and took lead role to get the accreditation in favour of PKSF. He has been working from 2020 to represent LDC group in the forum of Consultative Group of Experts (CGE) under UNFCCC. Dr. Ahmed is experienced with mid-term evaluations, final evaluations, baseline studies as well as feasibility studies. Currently he is involved with CCJ-B as a Senior Advisor.
